According to local media reports, all casinos in South Korea's metropolitan area, including Incheon, will have to limit the number of guests to 20% of the maximum capacity of each facility from 12 a.m. on Thursday (November 19).
The requirement is in line with the South Korean government's tightening of so-called social distancing protocols from "level 1" to "level 1.5" locally to prevent a rise in COVID-19 infections in the capital.
In Korea's COVID-19 alert system, rules about people's proximity vary depending on the type of meeting place. Bars and nightclubs are considered one of the most dangerous places.
GGRAsia understands from a Korean source that more than 20% capacity was allowed in casinos under Grade 1.
The official declaration for phase 1.5 was made by the Central Disaster and Safety Countermeasures Headquarters on Tuesday morning.
On Tuesday evening, GGRAsia was able to contact Paradise City, an Incheon resort with a foreigner-only casino operated by Paradise Co Ltd. Officials confirmed that the complex was in compliance with "Level 1.5," but did not receive specific instructions from the company's headquarters at the time about how it would affect its operations. Paradise Co is partnering with Japan's Sega Sammy Holdings Inc. at the location.
In September, Paradise City Casino closed from Sept. 1 after several employees tested positive for COVID-19. It reopened on Sept. 9.
According to local media reports, the new capacity limit will affect many foreigner-only casino locations in Seoul. Two of them are under the Seven Luck brand of Grand Korea Leisure Inc.: COEX in Gangnam, and Seoul Hilton in Gangbuk, Millennium Seoul. The two places that will be affected are Paradise Casino Walkerhill Seoul and Paradise City Casino Incheon.
Currently, Korea's borders are mostly closed for foreigners, but many Koreans with foreign passports or overseas residency are also customers of such places, analysts say.
As of 10 a.m. on Tuesday, the metropolitan area had 155 new COVID-19 cases in the past 24 hours, with a weekly average of 111.3 new cases from Nov. 11-17. According to government guidelines, level 1 of social distancing applies if the weekly average is less than 100 in the metropolitan area, and level 1.5 applies if it is more than 100.
The government has already flagged the possibility of introducing stricter rules after Seoul's weekly average of new cases reached 80 last week.
Level 1.5 also limits attendance to 20% of the capacity of bicycle racing, horse racing and boat racing events that allow locals to bet in South Korea.
